feat+test+chore: work in progress
- U8String.Construction test coverage
- add missing constructors
- add missing Create and TryCreate methods
- adjust null-check policy - null arrays/strings are not representable by U8String itself, only by Nullable<U8String>, update nullability annotations
- add CreateLossy(chars)
- mark additional properties as aggressiveInlining where profitable
- normalize line endings in more files
- fix byte indexer overflow when reading U8String from literal table
- improve validation on U8String.Read/Async(file handle)
- improve U8String.IsValid(span) codegen
- use primary ctors in a few places
- implement boilerplate on U8Range
