Enhanced system utilities module with new functionality and updates.

**Added:**

- New Functionality: Implemented `GetTempPath()` in `sys/sysutils.go` to determine
  the temporary directory path based on the operating system.
- Test Cases: Added table-driven tests for `GetTempPath()` in `sys/sysutils_test.go`.
- Example Usage: Included example for `GetTempPath()` in `sys/sysutils_examples_test.go`.
- Documentation: Updated `sys/README.md` with a new section for `GetTempPath()`.

**Changed:**

- Hook Script Formatting: Refactored bash hook scripts `.hooks/go-licenses.sh` and
  `.hooks/run-go-tests.sh` for improved readability and consistency.
- Go Module Dependencies: Upgraded various dependencies in `go.mod` and `magefiles/go.mod`
  to their newer versions, including `golang.org/x/crypto`, `golang.org/x/net`,
  and others for enhanced security and functionality.
- Dependency References: Updated `go.sum` and `magefiles/go.sum` with new checksums
  reflecting the upgraded dependencies.

**Removed:**

- Redundant Code: Cleaned up extra spaces and lines in the bash hook scripts for a more
  streamlined codebase.
