pkg: add dependency hash to lockdir (#9114)

If the dependencies of a local package change after the lockdir is
created then the lockdir may no longer contain a valid solution for the
project. This change adds a hash of non-local dependencies to the
lockdir metadata so dune can detect when the lockdir becomes out of
date.
