perf: multiple changes
- add AVX512/256x2 loop for rune counting
- change various JIT constants to be pre-initializable by NativeAOT and construct respective U8Strings in place for better codegen too
- optimize IsNullTerminated and NullTerminate and put implicit null-termination condition first - a bit fragile but much faster
- forceinline various computed properties where profitable
- mark CountRunes with AO to prevent DPGO from producing problematic optimizations
- add more debug asserts
