tests: unit: gomod: test_missing_gomod_file: Mock run_cmd call

We can't execute the go binary in unit tests as we must expect a basic
and completely clean environment for the unit tests. This is not the
case with 'test_missing_gomod_file' which transitively calls
    run_cmd(["go", "version"], {})
via 'fetch_gomod_source'.
