IGVF-1225 Add facet term filtering and truncatable term lists (#360)

* Update npm packages.
* Implement the facet filters on all facets for now.
* Only show facet filter if the facet has more than 20 terms.
* Add a button to expand and collapse facets with a large number of terms.
* Clear the term filter when the facet terms change. Correct some comments.
* Add Jest tests.
* Handle dark mode better.
* Comment correction.
