[Game] Feature/tradepacks and slaves part 3 (#776)

* [Game] Added item type check to RepairSlaveEffect

- Added code to check if the item used for repairs is the correct one for this slave type.

* [Game] Improved ship navigation

- Changed BoatPhysicsTick to actually use target TPS (15 by default), but left the collision detection at only 1/6th of it.
- Changed how Throttle and Steering is implemented
- Code cleaning

- Implemented SCTelescopeToggledPacket
- Partially implemented SCTelescopeUnitsPacket
- Changed the used name for Transfer on the radar to the Transfer's actual name rather than it's template name.

- Slightly tweaked ship turn speed and lower TPS to 5

- Changed ``ReduceCurrentHp()`` to be more flexible.
- Added ``PostReduceCurrentHp()``
- Added ``DoHpChangeTrigger()`` that will be used to immediately spawn repair points when you pass the 25/50/75% treshold
- Simplified the InDuel when "killing" a playe... (continued)
