Fix bzip2 import and add support for concatenated compressed streams (#6130)

* Fix bzip2 decompression. Fixes #6129

Adjust our code to mirror change between Ant version of
bzip2 decompressor and Apache Commons version.

Fix test to use gzip file extension and add bzip2 test

* Add bzip2 support to isCompressed()

Also add test for all compressed file types

* Add support for concatenated gzip & bzip2 files

Both formats allow multiple compressed streams to be
concatenated and decompressors know how to continue to
the concatenated stream.

The gzip compressor has support enabled by default, but
we haven't been testing for it. Enable it for the bzip2
decompressor and add tests for both formsts.
