Fix undefined behaviour in rol64 call

Since ρs starts with 0, a rol64(x, 0) call was made, resulting in a
64-bit bitshift — which is undefined behaviour. Since this is the /only/
place in keccak_p1600 that roll64(x, 0) may be called, we can just
insert an if-guard around the rol64 call and the branch will be
statically compiled away.
