feat+perf: work in progress
- minor codegen optimization: branch ordering, forceinline where profitable, don't zero unused U8Scalar bytes, optimize span.Count dispatch for single-byte literals (smaller codegen)
- speed-up byte counting by ASCII ignore case comparer
- scaffold normalization methods - there will be a full pure C# unicode normalization impl.
- guard against length overflow when reading files of int.MaxLength
- add missing SplitLast methods
- author exceptions
