1.2: Test py27hang with subprocess32 package pywbemlistener py27 tests disabled (#1341)

* Modify pywbemlistener testing to eliminate py 2.7 test failures.

1. Modify subprocess for python 2.7 to use subprocess32 rather than
subprocess.  While not necessary for this solution, it modifies the
subprocess communicate package to allow a timeout where the original
failure killed the whole test leaving no informatiobn

Modifies the subprocess import for python 2.7 to use lib  backported from
python 3.2.  The big advantages of this is that it includes a timeout on
p.communicate() so the complete test does not fail.

Also includes the fixes for security that are part of anotheri PR so the
tests actually run. i.e. PR 1339.

2. Disable test case steps that stop listeners for python 2.7. Even the use
of subprocess32 did not actually correct the error in tests so the best
solution for the moment appears to be to bypass the tests that cause
errors for python 2.7. Since this was the same tests that are marked
NO_WIN we simply extended to not test for NO_WIN an NO_PY27

Commands that do not start listeners are enabled.
