Set prediction capping for bernoulli distribution to 10

This is a somewhat arbitrary limit that in principle should be a
parameter.  But capping the change at 1 appears a bit too strict, given
that the value will be scaled by the shrinkage parameter when it ends up
correcting the linear predictor.
