* Add testing for reconcile function.

 * (M) rib/reconciler/*.go
  - Refactor to change return type to ReconcileOps that can be fed to
    another function that owns the client.
  - Make Ops publicly accessible.
  - Add unit testing for Reconcile function.
  - Add tests against a hanging gRIBI server.

* Tidy go.mod.

* Remove additional argument.
