IGVF-1194 Update long-click module (#347)

* Have the long click indicate as soon as the long-click timer expire.
* Move the long-click help text closer to facets and farther from Clear All button.
* Use refs for checkbox elements instead of an id.
* Revert back to using element IDs instead of refs. The refs make Jest testing difficult AFAICT.
* Get full Jest coverage for HelpTip.
* Temporarily point demo at igvfd dev demo.
* Always use null for unset and expired timers to avoid mouseup events causing an onClick() call.
* Update long click module to not call the onClick callback on mouseup unless the timer has not yet expired. Remove the now-unneeded click ignorer, and updated the Jest tests.
* Revert cdk demo config.
