MySQL 8.2 support

This commit marks MySQL 8.2 as a supported DB flavor. MySQL 8.2 was released
on October 25.

No major code changes were necessary for 8.2 support in Skeema Community
Edition, so this is a small bookkeeping commit.

Separately some minor changes were necessary for Skeema Premium Edition's
codebase, so that its strip-definer=auto feature handles the new
SET_ANY_DEFINER privilege just like how the older SET_USER_ID privilege
worked.

Web documentation will be updated with the next Skeema release to mention 8.2
support, along with the new SET_ANY_DEFINER and ALLOW_NONEXISTENT_DEFINER
privileges.
