Remove Renovate for Now

Summary: Remove for now as the story for using renovate with fbcode being the source-of-truth as complicated and it is interfering with migration effort. After two weeks of migration madness we will reassess role of renovate in our setup, and if desired can bring it back (code is never really deleted, it's just a checkout away) - at that point we'll have more clarity on how different pieces of the stack will look
