fix: stop ingesting deletes for non-existent records into mongo

Prior to this we were entering deletes into mongo for non-existent records which seemed innocent enough but then broke elasticsearch as you can't delete a non-existing doc with a bulk operation. We could have solved this but it is better to just clamp down on ingesting deletes.
