.github: dependabot: pip: Change the update schedule to 'weekly'

The main motivation behind this patch is to decrease the rate at which
dependabot creates PRs. Previous patches enabled grouping of specific
version updates, but that on its own is not going to cut it as
dependency projects release cycles differ a lot.
