Added support for Python 3.12

Details:

* Added Python 3.12 to test workflow, setup.py and tox.ini.

* Had to increase the minimum versions of
  setuptools to 66.1.0 and pip to 23.1.2 in order to address removal of the
  long deprecated pkgutils.ImpImporter in Python 3.12.
