perf: make interning to encoded/decoded pool opt-in
Performance profile was too problematic and risky. This is definitely a flag that needs deliberation and benchmarking first before being turned on for all conversions in an application.
It can be greatly beneficial, especially combined with string.Intern to significantly reduce the amount of string text stored on the heap, but it comes with substantial tail latency cost for high traffic transient string allocations, which is the dominating scenario in most codebases.
