chore: update Contributing doc, issue and PR templates, code comments

This commit makes some minor tweaks and clarifications to Skeema's
CONTRIBUTING document, pull request template, and issue templates.

It also clarifies some comments in internal/tengo/flavor.go regarding the
difference between the Vendor and Variant concepts.
