[ENH] Add endpoint that returns term ID-label mappings for vocab of a given attribute (`nb:Assessment`) (#201)

* add response model for term labels path

* add startup and util functions to fetch and temporarily store cogatlas term labels

* configure pre-commit to ignore files in new backup vocab directory

* add backup JSON dump of cogatlas vocab

* make data element URI an enum for vocab term label lookup

* add path operation and crud function for vocab term label lookup endpoint
- crud function processes fetched (temporary) term-label mappings and adds vocab info

* refactor out json file loader

* refactor vocab file prefix into a dictionary for reuse

* update docstrings

* remove extra param in function call

* add tests of new startup events to fetch + store vocab and of new endpoint

* update codespell config to ignore external vocab files

* update return type annotations and docstrings for crud funcs

* merge startup hooks for vocab handling and add more comments

* simplify return statement

* use more appropriate status code for failed external API request test

* store actual filepath of cogatlas term lookup file on app state
