rest-publish: Cleanup internal output handling

- Stop using 'print()' in rest-publish. Whoops.
- Cleanup namespace arguments with better defaults. Remove incorrect reference
  to '$SPLUNK_APP', which never was implemented and doesn't follow a pattern
  used anywhere in ksconf.
