Document how to approve CI for ext. contributors

When a patch is submitted by an external contributor, CI workflows do
not run automatically (said contributor could be attempting something
malicious).

Document how to approve them. It is trivial for GitHub Actions, but not
for RHTAP. If one doesn't know that RHTAP uses Pipelines as Code under
the hood, one has little chance of figuring out how to approve the
PipelineRun.
