Enhance GitHub Actions and Update Dependencies (#405)

- Modify GitHub Actions workflow triggers to run on PR creation and synchronization.
  - Prompted by adding branch protection to main
- Update the action description to reference `renovatebot` instead of `renovate`.
- Optimize the check for `brew` existence in `macosutils_test.go` by leveraging the `sys.CmdExists` utility function.
- Update dependency version for `github.com/l50/goutils/v2` in `magefiles`.
