zkCircuits: fix BaseDir handling

until now, voconed didn't put the files inside VOCONED_DIR

now:
* `go test ./...` uses ~/.cache/vocdoni/zkCircuits/
* `node` uses ~/.vocdoni/zkCircuits/
* `voconed` uses ~/.voconed/zkCircuits/

and both `node` and `voconed` use `/app/run/zkCircuits` when inside docker
