Added missing partition create/update properties

Details:

* In the 'partition create' command, added support for the following
  options that were missing relative to the properties supported by the
  'Create Partition' operation on a z16 HMC:
    * --short-name
    * --partition-id
    * --processor-management-enabled
    * --cp-absolute-capping
    * --ifl-absolute-capping
    * --cp-processing-weight-capped
    * --ifl-processing-weight-capped
    * --reserve-resources
    * --boot-timeout
    * --boot-media-type
    * --permit-des-key-import-functions
    * --permit-aes-key-import-functions
    * --permit-ecc-key-import-functions
    * --ssc-ipv6-gateway

* In the 'partition update' command, added support for the following
  options that were missing relative to the properties supported by the
  'Update Partition Properties' operation on a z16 HMC:

    * --short-name
    * --processor-management-enabled,
    * --cp-absolute-capping
    * --ifl-absolute-capping
    * --cp-processing-weight-capped
    * --ifl-processing-weight-capped
    * --reserve-resources
    * --boot-iso-insfile
    * --boot-timeout
    * --boot-media-type
    * --boot-ficon-loader-mode
    * --boot-record-location
    * --boot-record-lba
    * --boot-load-parameters
    * --boot-os-specific-parameters
    * --boot-configuration
    * --permit-des-key-import-functions
    * --permit-aes-key-import-functions
    * --permit-ecc-key-import-functions
    * --ssc-ipv6-gateway

* Fixed the incorrect help text of the --boot-ftp-insfile option: It
  now says: 'The path to the INS-file in the boot image.'.

* Moved the --type option to the front, and some CPU related options
  from the end to other CPU-related options.
