Restrict sub-locator type for Patch and File deps

STONEBLD-1749

Only allow WorkspaceLocator as the 'locator' param (patch files and
file/link/portal dependencies are relative to this locator).

There's a chance that Yarnberry supports other locator types in this
context as well, but it should be rare (not possible to specify via the
CLI). Allowing other locator types would complicate the SBOM generation,
let's disallow them for now.
