[Game] Fixes doodad related timings (#744)

* [Game] Fix: Doodad phase loading

Added code to save user doodads whenever they change phase.
Added code to properly initialize the doodad's phase upon loading after a server restart.
Currently only puts it at beginning on the currently saved phase.

* [Game] Doodad allow init skip

- Added argument to allow skipping of the ``InitDoodad()`` function when creating a doodad. This allows for creation of doodads in a non-default state and timing which is needed to allow doodad growth timers that persist throughout server reboots.
- Added function that creates Doodad template related caching. Currently only used to calculate a doodad's total growth phase times.
- Adjusted player doodad loading at startup to allow more manipulations.
- Added support for climate related growth bonus (seems to be a flat 73% of normal time for all plants.
- Not related to doodads, but made some changes to the ``/zonestate`` gm command so it gives better errors, and can now accept state names as well as numbers.

* [Game] Doodad code cleaning

Removed no longer used ``OverrideGrowthTime`` property from Doodad.

* [Game] WIP: Test doodad timing fix

Attempt to fix "randomly" disappearing crops/trees.
I think this is because of uncancelled timing events when changing phases.

* [Game] Upgraded /build

``/build`` now accepts a argument to allow multiple steps at once.

* [Game] CanAttack added null-check

Added a null-check for the zone and zone faction.
Some were reporting 0 / null (like library parts)
