move(sxproto2textproto builtin): to sxpb2txtpb

https://protobuf.dev/reference/protobuf/textformat-spec/#text-format-files
says .txtpb is the canonical name for the protocol buffer text format,
and .binpb is the name for binary data,
so let's similarly use .sxpb for sxproto data files.
