* Improve sbt-riddl significantly

* riddlc path can now be specified directly but will also find it in
  the user's PATH env var.
* there are four commands: riddl, info, hugo, and stats
* the riddl testkits and libraries are included in the build so that
  test infrastructure is ready to go for running riddl tests
