Update Ch bindings for sir_geterrorinfo; minor cleanup. (#317)

* General: Pedantically check (or discard) return values for all
non-void function calls
* Ch: Cleanup bindings; no functional changes
* Ch: Add sir_geterrorinfo to bindings; minor cleanup
* Ch: Allow passing NULL argument to sir_geterror
* Improve test with some additional checks
