240 cp apr does not accept params tuple as input (#241)

* Changes output['params'] from tuple to dict, enhancing output expressiveness and ability to pass output['params'] to cp_apr() by unpacking operator **. Adds 'algorithm' to output['params'] so that this parameter is also included.

* Tests that output['params'] can be passed to another invocation of `cp_apr()`. Fixes a test in test_cpapr_pqnr() that misses `timeout` and instead returned error from L-BFGS first iterate before it was tested.

* Uses initiall guesses that are explicitly defined. Required defining two sets of  tensor/solutions + initial guesses. Adds a filter warning mark to PDNR & PQNR test to suppress warning about failed line search.
