healthchecks: Improve `monitoringPing` retry logic. (#1433)

* Retry metric write in `monitoringPing` only once.

* Use `backoff` for retry logic.

* Use `backoff.Retry` instead of `ticker + loop`.

* No need for `Unwrap`.

* Remove whitespace.

* Update comment in internal/healthchecks/api_check.go
