Update Docker files

Why these changes are being introduced:
* The Python version needs to be updated in the Dockerfile, and
having a .dockerignore file allows more control over the files that
are included the Docker image that is built.

How this addresses that need:
* Update Dockerfile base image to use Python 3.11
* Add .dockerignore file
