CI: speed up `go test -race` by about 10s

Go's data race detector adds a 1s sleep before exit by default,
meant to catch any data races or sanitizer problems happening
after the main function has finished.

This kind of check is mainly meant for C++ or other languages
with destructors and less safety; it's less interesting for Go.
Lower it from 1s to 10ms, which doesn't disable the check entirely,
and makes my `go test -race -count=1 ./...` drop from 1m40s to 1m30s.
