Commit Message

SignalBlocks now supports rtlsdr devices and can use them as source
while reading samples from them. This support is built only when the
appropriate version of rtlsdr libraries are installed while building
this project (see project readme.md for details).

The support for rtlsdr is partial since there are number of
configurations and customizations which remain hidden and untested.
This commit just starts to scratch that surface.
