* Update to ruby 3.1 and rails 7

* Updated listen gem to resolve issue starting rails console

* Implemented solution for synchronizing MinterStates

* Enchanced caching for identifier_in_use method on Ark

* Updated coveralls_reborn and added SimpleCov block back into rails_helper.rb

* Modified identifier_in_use caching after stress testing

* Tweaked experimental noid_cache method on arks

* Reconfigured Coveralls to include simplecov options in block and removed separate simplecov setup

* Moved coveralls/simplecov to spec_helper
