linter: backtick-wrap object names in annotation messages

This commit adjusts all linter annotations to ensure that references to object
names (tables, procs, funcs, etc) are backtick-wrapped in the annotation
message. This ensures that annotation messages are more consistent with other
logs in Skeema, such as unsafe statement logs. It can also aid in automated
processing of linter annotations, especially if any names contain spaces or
special characters.

This commit does not backtick-wrap any other identifiers, such as column names
or index names. That change may or may not be made in the future.
