Sup 32288 access history preview (#247)

* Begin to adapt access to historized advice data to advisers
Factorize may_view_historized_data

* Removed ipdb

* Use a float instead an int to pass event time (DateTime) because precision of int is DateTime second and in some cases (like in tests) we have several events the same second

* Advice historized data preview that was only accessible to `MeetingManagers` is now accessible to `advisers` of the historized data advice and proposingGroup members.
Completed test_pm_AdviceHistorizedPreviewAccess
