add support for forcibly disabling a repo's metadata cache

To disable metadata cache support for a repo add the following line in
its metadata/layout.conf:

cache-formats =

Note that if cache-formats isn't specified anywhere in the file or it
has an unknown value, the 'pms' cache format will be used by default.
