Relax BitTiming & BitTimingFd Validation (#1618)

* add `strict` parameter to can.BitTiming

* add `strict` parameter to can.BitTimingFd

* use `strict` in `from_bitrate_and_segments` and `recreate_with_f_clock`

* cover `strict` parameter in tests

* pylint: disable=too-many-arguments
