feat: add common SGHI utilities and typings

Add the `utils` package which contains common validators and predicates.

Also add the `typing` module to house useful typings for use with type annotations as defined by [PEP 484](https://peps.python.org/pep-0484/). This module supplements what is available in the standard library.

Included also are other minor fixes and improvements.
