Build and test wheel for riscv64 using QEMU (#429)

* Compile with no asm on riscv64

* Typo

* Attempt to QEMU test riscv64 compile

* Actually branch first - sorry Earle

* Build and test in a riscv64 QEMU container

* Add in the correct ampersands

* Try the debian/latest image

* Pause some other CI and fix image type

* try stable debian and pause more other CI

* Apparently it's rc-buggy

* Gotta install cmake before you use it...

* Add build-essential

* Surprisingly, build-essential doesn't install git

* Can we just get python3?

* Need python3-dev too

* Re-enable other CI

* Build the wheel and upload the artifact if successful

* Need pip

* Install wheel and run python tests
