Fixed and improved support and tests for list() with additional_properties

Details:

* Fixed an error in the _urihandler classes where additional_properties were
  incorrectly treated as filter arguments.

* Fixed an error in _list_with_operation() where the query parameter
  was incorrectly specified with underscore instead of hyphen.

* In assert_resources(), improved error reporting on an assertion.

* In assert_resources(), fixed the comparison of resource properties to allow
  for resources that do not have all requested additional properties.

* Added support for additional_properties on the remaining resource types:
  ImageActivationProfileManager.list(), and Console.list_permitted_lpars().

* Added unit tests for list() methods with additional_properties,
  and for Console.list_permitted_lpars().

* Added end2end tests for list() methods with additional_properties.
