IGVF-822 Update MeasurementSet pages (#296)

* Update npm packages. Install new prettier-plugin-tailwindcss sorting plugin, and the configuration file.
* Convert the existing construct library’s expander states to use a new custom hook, and reverse the meaning to be collapsable. This lets us more easily include collapsable data areas wherever we need them.
* Make MeasurementSet samples a collapsible list. Fix an external link to use `<a>` instead of `<Link>`. Fix spelling of “collapsible.”
* Add collapsible sample summaries. Add documentation for collapser custom hook.
* Add description. Remove tight leading on sample summaries as it caused vertical alignment problems.
* Add related multiome datasets and auxiliary sets to the MeasurementSet displays.
* Add a link for control file sets, and a panel for library construction platform and protocol.
* Add seqspec column to sequencing file tables. Retrieve seqspec files for sequencing files for MeasurementSets.
* Update search results according to the ticket description.
* Rebuild package-lock.json after rebase to dev.
* Add more Jest tests for coveralls. Fix syntax error in ConstructLibrary page after a rebase to dev.
* Correct comments.
* Remove the `protocol` display from the top box.
* Simplify the collapsible data values by having `<DataItemValueCollapseButton>` accept a collapser object instead of individual properties.
* Add More/Fewer button with the collapsing data. I standardized this button by putting it in its own component.
* Update collapsers to use a different paradigm, and remove collapsers next to data labels. Add partially updated data-area Jest tests.
* Fix Jest tests.
* Improve comments.
* Update npm packages. Fix an unneeded CSS classNames on the MeasurementSet page.
* Retrieve seqspec files on all pages that have a Sequencing Files table.
* Correct some comments.
* Introduce a mechanism for hiding the “Associated seqspec Files” column. No longer retrieve seqspec fi... (continued)
