* feat: support manual active space selection for unrestricted spin cases

* fix: the FreezeCoreTransformer support

* refactor: change unrestricted spin active orbital indices to tuple

Based on an offline discussion I am refactoring the new manual active
space selection to use a tuple of lists rather than a list that has
twice the expected length. Hopefully this makes the distinction clearer.

* docs: update reno to reflect the new interface
