add rebalance script for scUsdcV2 (#118)

The rebalance script meant for manual execution of the rebalance function on scUsdcV2 contract.

aims to achieve the target ltv for each of the lending markets specified in the script params (leverage up or leverage down)
invests any amount that is sitting in the vault and is greater than the min float required
replenishes the float amount when current float is less than min required
sells any weht profits made from deposits to scWeth vault and (weth -> usdc) and reinvest it by supplying -> take additional debt -> deposit to scWeth
