[WIP] Add support for Starfield

This adds support for override plugins, which do not use up a mod index
when active.

This is incomplete because I've not been able to load any plugins other
than by using one of the hardcoded plugin names or the sTestFile1 to
sTestFile10 ini settings. Starfield does read plugins.txt, but it
doesn't seem to do anything with its contents.
