* [CNV-31047] Add checks that the kubevirt console plugin is accessible to the console

This check validates that the service defined in the kubevirt-plugin ConsolePlugin is actually serving the plugin-manifest.json file, and it is accessible to the conosle pod, thus accessible to the UI user
